They called me and I went for an interview (I made it clear that I was intending to move to the area) and got a job. Luckily, the job didn't start for a couple of months and gave me time to purchase a condo and enjoy some time unpacking and seeing the sights of my new home. I suggest in your cover letter, you do what I did; let them know you plan to move to the area and that you will go there for an interview. You want to meet them in person and check out the place where you will be working.
