Relocating to Asheville, NC, any tips on how to find a job there?

I can’t even tell you how many jobs I have applied for but there seems to be a corner on the market that won’t allow me to relocate there. What gives? Does anyone from the area know how to break in? I have 10 years of experience in construction from estimating to permitting. I also have skills with Administrative Assistance and can’t even find a job to do that let alone get a call back from anyone. Geesh! I thought I had a stellar resume. Any feed back from anyone who has tried to relocate anywhere? Thanks for your help.
